Buzan was born in Kasama, Ibaraki, the eldest son of a samurai in the Kasama Domain. As a child he studied Nanga painting, and later as an adolescent Shijô painting with Kawabata Gyokusho (1842-1913). In 1896 he graduated from the Tokyo School of Fine Arts and in 1898 was involved in the foundation of the Nihon Bijutsuin, along with Okakura Tenshin (1863-1913) , Yokoyama Taikan (1868-1958), Shimomura Kanzan (1873-1930), Hishida Shunsō (1874-1911).
In 1907 he made his appearance the first Bunten Exhibition and in 1914 he took part in the revival of the Nihon Bijutsuin. After an haemorrhage he lost is use of his right hand, but continued painting with his left.
