Izan was born in Matsuyama, Shikoku. He studied Western painting in 1882 with the cartoonist Honda Kinkichirô (1850-1921) and Koyama Shôtarô (1857-1916). He showed with Meiji bijutsukai in 1889 and 1891. Changed his style to haiga later. With Maruyama Banka (1867-1942) he established the Shin Nihonga Kyôkai.
